[Bug 7710] QueryPerformanceCounter should be independent of system time

I'm afraid that the commited fix does not fully resolve the issue as it uses
"clock_gettime()" function to get the elapsed time. To my knowledge such a
function is not available on all supported platforms (MacOS X for instance)
where WINE retains the old behavior.
