Steps to reproduce:

1) Run IrfanView
2) Open any picture or create it
3) Press F12
4) Click A (Text tool) on the panel
5) Click anywhere on your image
6) Try to enter any non-US text - it will not work

My locale is set to en_US.UTF-8.

My keyboard is:
