No; that problem has also been reported on LXDE and XFCE. The workaround
described in bug 30587 is KDE-specific, but the problem is not.

A quick test would be to uncheck the "Allow the window manager to control the
windows" checkbox in winecfg. If that fixes it, it's probably the same bug.
