Steps to reproduce: 

1. Create a clean 32-bit prefix but do not use any of the vcrun winetricks.
2. Make sure the prefix is in Windows XP mode. 
3. Run the Galaxy installer.
4. The installation should fail just before it completes (i.e. the progress bar
moves to the end, install crashes).
