[Bug 54677] Wine cannot find tools in tool dir when cross compiling

The idea is if you are cross-compiling, the tools will be built for the
cross-compiled architecture, so you need a separate tree with tools built for
the native architecture. Pointing tools at the cross-compiled build tree cannot
work.
