[Bug 18065] Certain keyboard buttons not working in Operation Flashpoint and Fallout 2

I cannot install Operation Flashpoint at this moment due to it being in a
carton because I am in the middle of moving.
Fallout 2, vanilla install, will now show a slightly different error with
1.1.32: 
4 will display a '
6 will display a -
8 will display nothing and "not function"
