Patch: Determine whether a file is an MSI file based on its CLSID rather than
its extension

This is a better patch for the crypt32-related failure.  I still get a crash
sometimes, and other times it fails with error 80070657, aka
HRESULT_FROM_WIN32(ERROR_INSTALL_LANGUAGE_UNSUPPORTED).
