[Bug 43030] LINE: Window border stays on top of other windows

As far as I can tell, the border window is being moved correctly, but the
window manager doesn't process the configure requests until the dragging is
finished. It should work fine if you uncheck "allow the window manager to
control the windows", or in desktop mode.
