[Bug 12940] regression from 0.9.60 to 0.9.61

It fails to initialize.  Just the background for the program appears and the
dialog for the extraction process never appears.  In 0.9.60 everything was
working great as long as the native riched20.dll was used.   If the native dll
isn't used it hangs up even before the background of the program appears.
