Understood & confirmed - deleting ~/.wine made the problem go away.

I thought that couldn't be the problem because I was installing on a brand-new
fresh install of Wine specifically for this purpose, apparently I was wrong.
Maybe Wine had been installed on this machine previously without my knowledge.
