[Bug 45212] Getting IPicture errors - not implemented, cannot connect

I did download the oldaut32.dll files in various releases but no go.  After
seeing the comment on registering the dll I know this is something I didn't do.
 I tried setting the wine prefix as needed and then "regsrv32 oleaut32.dll" but
it comes back saying regsrv32 not found.  I assume this is me as a novice at
all of this not knowing how to do it ;)

I will try the wine 3.8 as I don't think that's what I have, and figure out how
to register the dll.  I'll post back the results.
