[Bug 46827] Regression: drawing tablet pen location is broken after 4.0-rc2

I found another strange behavior: it seems the first time you start the
application pen location always works perfectly, but after the second run pen
location breaks.

This happens since 4.0-rc2, the second run on 4.0-rc1 does not break pen
location

This is probably why "wineboot -r" fixes it somehow, because it resets the run
count (?)
