Well, that forum post seems to suggest, that things are already broken by the
time GetEffectiveRightsFromAclW runs, so while the question remains why the
stubs aren't synced, doing that might not change things at all.

So, let's see if we can get something to confirm that post - a console log with
'file' channel would likely do...(the post says it's just something about
CreateFile calls, let's see if it's right)
