Per II.23.2.13 in the spec, this is a valid array type definition. Both
numsizes and numlobounds are specified as 0 or more. So accesses of sizes and
lobounds should be bounds-checked independently of rank.

I did a quick search of Mono code, and it seems other places working with
MonoArrayType do this.
