There is a workaround : Start the Launcher and let patching fail. Then get into the folder shown in the bug report. There should now be a Launcher.exe.tmp Replace the Launcher.exe with the Launcher.exe.tmp After that, the actual game patch will be downloaded.
What I forgot to mention : (close the launcher before you replace the file and then start it again)
