I think report cleanup is useful (though I would focus on bugs that are old
with no activity in a couple years, WITH a download), but we don't usually
close bugs with a download available as abandoned (unless the URL is dead and
no one has a replacement, or it requires a login/hardware that's unavailable,
etc.).
