winegcc --fPIC -Wl,--wine-builtin -shared -o mydll.dll dll.spec dll.c

file mydll.dll.so outputs

ELF 64-bit LSB shared object, x86-64, ...

instead of

PE32+ executable for WINE (DLL), ...
