Artem, I'm no longer able to reproduce this in kernel 3.9. Can you try again?
$ uname -a Linux localhost.localdomain 3.9.11-ic #5 SMP PREEMPT Mon Jul 22 23:57:23 YEKT 2013 i686 i686 i386 GNU/Linux Open uTorrent 2.2.1 build 25302, start downloading any torrent, the incoming connections icon should turn green. Go to settings change anything, hit apply. Immediately you'll see an error message (twice): TCP port bind failed 0.0.0.0:1234: (10048) Error 10048 TCP port bind failed 0.0.0.0:1234: (10048) Error 10048 Incoming connections to that port cannot be established any longer. No, it's not resolved.
