Running tokioecho.exe with wine-3.3 produce a bit different stub reports:

0009:fixme:thread:SetThreadStackGuarantee (0x64fda0): stub
0009:fixme:file:SetFileCompletionNotificationModes 0x4c 3 - stub

After that it panics:

Error { repr: Os { code: 120, message: "Call not implemented." } }
