It's my understanding that such bugs aren't considered regressions (per bug 22105, comment 3)... Then again, some such bugs still have the "regression" keyword, making matters more confusing...
From the perspective of an end-user, they are certainly regressions - something that used to work "out of the box" now requires changing settings to get it working. But on the other hand, the behavior of Wine's builtin gdiplus hasn't regressed.
