Why do you think it's broken? Today, i installed "HeidiSQL" sucessfully. (as non-root)
These aren't normal:
0009:err:file:init_redirects cannot open L"C:\\windows" (c000000f)
Could not load wine-gecko. HTML rendering will be disabled.
This may be expected with debian's wine, since they don't ship wine-gecko, but winehq builds should have gecko support.

You shouldn't need to run as root, and as you've seen, it won't work if root doesn't have a DISPLAY it can use.
