To reproduce the issue: 1. install Steam and log in to your account. 2. open Steam->Settings->Interface menu option and toggle 'Enable DirectWrite for improved font smoothing...' option on and off. As a result, the link 'Fluent in another language?...' above is underlined when dwrite is disabled, but it's missing the underline when dwrite is enabled.
