No you can't do that. Wine _have to_ know and use the exact key state. If something sent key_down, key_up events to Wine that's the state Wine will have.

Yes. Wine distinguishes between left and right control, shift and alt. And properly adjusts for their state changes outside Wine. In your setup Wine gets conflicting information from X about state of modifier key(s).
