Microsoft.VisualBasic.Compatibility patches

Here's Alistair's patches from the pull request, rebased onto mono master, in
case anyone wants to pick this up.

I'm not convinced that Mono is the right place for this library, as that would
prevent it from depending on any other VB libraries.
