In the normal gdi+ - if you alt-tab to another window, the popup will reappear over all other windows - even if you'd dismissed it. My workaround has been to park the evernote window at the very bottom of the screen so it's less annoying. Minimizing the main window does not always prevent the dialog overlapping other windows too.
