[Bug 10980] ConvertImage cannot run

GdipGetPropertyCount is the only function missing now. As long as the user
doesn't pass the /P argument, we won't trigger it.

GdipGetImageEncoders only encodes to BMP right now. So as long as you do that,
the app works.

It works on my Ubuntu machines, but encoding to BMP somehow fails on my
Slackware box.
