[Bug 41758] wine can' t load freetype if the latter is built with harfbuzz support

So the actual problem is that harfbuzz (potentially 32bit build of it) is not
installed on your system? I think it's better to fail right away than to let it
die in some obscure way when hb_* calls are supposed to be made.
