Even with stubs in place the server/manager app is not going to work anyway unless someone spends the time to implement WinSNMP API. This is an area of little interest/importance. You could try with native wsnmp32 override(s) -> no support here. If that doesn't work you might want to look at native Linux products if you need a solution in near future.
