Apparently the "Welcome" dialog is not shown in vanilla Wine as well. The search engines didn't index/capture the internal bug tracker conversation. Do you have by any chance the email conversation created by the tracker preserved somewhere? Even a timeline would help, i.e. year/month. I've tested with older Wine-Staging 4.0 - but even then the "Welcome" dialog is not shown on startup. I'm curious, when did this ever work in Wine-Staging?
