[Bug 46744] Settlers IV History Edition can't start a new game

Ive managed to get the game running with some graphical glitches and a few
jumping through hoops!

1. Disconnect network load the game in offline mode
2. I then re-enabled network and since the menu had loaded once, it would stay
open. However the game would fail to load.
3. To fix the game loading I used https://dxgl.org/
