No. It always works in windows, whether in solo or multiplayer.
Are you sure? The behavior looks like the normal game behavior: If you open a single player game you won't be able to rotate your character because the game pauses on opening the menu. But if you make the same game public the rotation is available again as the game doesn't allow pausing multiplayer games.
It used to work on windows with D3 1.0.7, even in solo non-public games With D3 1.0.8, the wine and windows behaviours are the same.
