[Bug 6936] eMule uses 40% CPU when idle permanently, independent of CPU speed

Under Emule 49a running minimized CPU usage had spikes as high as 26% but
behaviour was not greatly different from windows. It may be possible to close
this bug if further testing is done to confirm its fixed. Average CPU usage was
10-12% nothing like the 40% seen before.
