I opened a virtual machine that I had with Ubuntu Budgie and it turns out that I had 10.2 Devel installed (it's not staging) and when I updated it it didn't work, I'm posting it because I got a curious error when applying the apt-get upgrade, I'm posting the log below:
Try removing all wine packages, do apt update and install again.
