Still occurs in Wine 1.9.12. 

This message keeps showing up every time: 

err:ntdll:RtlpWaitForCriticalSection section 0x7bce2740
"../../../wine/dlls/ntdll/loader.c: loader_section" wait timed out in thread
0040, blocked by 0009, retrying (60 sec)
