He means a bug that tries to fix too many issues in one go, spawning endless
discussion etc. Bugs are supposed to aim just for one issue at a time.

Or in other words we have been naughty by taking personal discussion about
workarounds into the bugtracker :D, we should be doing that in personal email
or forums.
