Unfortunately it is a bit more tricky though. The change means that the
WM_DISPLAYCHANGE message isn't delivered before ChangeDisplaySettings returns.
I thought this matches the behavior of Windows that I've once seen, but I
cannot reproduce those old test results.

This entire message handling thing is a mess :-( .
