[Bug 41567] Cannot drop when tree item is selected.

With native comctl32 I can indeed drop onto selected item which is a no-op
action, understandable, because it's dropped onto self. For issue 2 you mean
drop target item is supposed to be highlighted with slightly darker shade of
gray comparing to selected item color?
