Use a clean Windows XP install with .NET 2.0 Framework and enable full msi log before starting the SP1 installer (http://support.microsoft.com/kb/314852). I already gave some analysis based on Wine MSI output but it's only guesswork until we really get some information how Windows MSI deals with multiple patch transforms containing duplicate keys.
