That link times out for me. I found http://www.uib.no/med/mic/equipment/Leica-TCS-SP5/LAS-AF-Lite_2.0.2_2038_Set... as an apparently relevant download.
Just tried myself twice with Firefox and downloaded 50% of the file, so not sure why its timing out for you!
Does this particular version exhibit the same behavior you describe under wine-1.1.44?
No idea, there is a regression in between .37 and .44 stopping starting
