[Bug 34852] Xibo installer 1.4.x complains "Player cannot be installed on systems with Internet Explorer version smaller than 7.0"

It looks like wininet/ieframe/mshtml and maybe others all have same version
value, that matches system IE version. I'll send a patch to update it for
wininet to a version out ieframe currently uses.
