It could also be that the commit is correct but exposes another bug.  In your
log is:
err:wininet:NETCON_secure_connect SSL_connect failed: 12169

12169 is ERROR_INTERNET_SEC_INVALID_CERT.  Please attach a
+wininet,+crypt,+chain log.
