vkey to key test tool

This is a simple vkey to key iteration which uses MAPVK_VK_TO_CHAR. It cross
compiles with "i586-mingw32msvc-gcc keycheck.c -o keycheck.exe" and runs with
wine.
Test results will be submitted shortly.
