[Bug 35573] gdi32:fonts test_stock_fonts() fails on Windows 7 in the Japanese and Hebrew locales

The test succeeds on the Japanese VM but still fails on the Hebrew one and in
the Korean locale.

fg-win7u64-1spie9-he - Hebrew:
font.c:6032: Test failed: 0(1): expected height 13, got 12

fg-win7u64-1spie9-ko - Korean:
font.c:6032: Test failed: 4(3): expected height 15, got 13
font.c:6035: Test failed: 4(3): expected lfHeight -12, got -11
