After the investigation, I figured out that DragQueryPoint's return value
causes the issue.

I prepare a demo application for the behavior. Please execute drop_win.exe with
Wine and drop a file into the window.
The second line shows DragQueryPoint's result and its return value.
The return value is expected to be TRUE. But it's FALSE with Wine 4.12.1.
