In order to run Skype you must delete
$WINEPREFIX/drive_c/users/Public/Application Data/Skype
Why? Does this delete uc.tlb?
This path contains Skype's HTML login form - such HTML is currently not supported in Wine (bug 28457), thus you have to delete it. This file is not in that path, I have no idea why Skype fails to open it.
