[Bug 20042] Wine does not build on amd64 when linking to 32-bit libmpg123

Apparently there may have been API changes between Ubuntu 9.04 and 9.10, most
notably the upgrade of libmpg123 1.4 to 1.7.2.  I can further raise this to
1.7.3 or even 1.9 if needed.

Have you tested your code with newer libmpg123's on 9.04?
