Is there really a bug? To me it seems consistent, the window manager allows moving and resizing the parent window when a modal dialog is blocked. Tested with kwin, but als sway as a tiling window mandager has to resize the parent window if you change the tiling. So if you give the window manager contorl, that's just what you get. It won't behave the same way as on window. I would even see that as a desirable feature, I absolutely hate the behaviour of not being able to move modally blocked windows on Windows.
