The icons are missing as far back as Wine 4.0. However, the presence or absence of the icons appears to depend on what graphics level your hardware can support: If I run TextPad in a VirtualBox VM (which has limited OpenGL support), the icons appear, but if I set the environment variable LIBGL_ALWAYS_SOFTWARE=1 (which emulates full OpenGL support) in the same VM, the icons disappear.
