[Bug 45622] Overwatch crashes when trying to save highlights ( needs mfplat.MFTRegisterLocal implementation)

Even though the crash issue itself is fixed, the game will still fail to save
Highlights in MP4 as the “fix” is just a stub. But now it won’t crash and will
just display its own error message inside the application.
But if you previously saved Highlights in WebM format, this won’t affect it at
all.
