You are probably on 64-bit host hence the WINEPREFIX will be created as 64-bit. There lowest possible 64-bit Windows version is "Windows XP" so this restriction is intended. If your game requires Win9X mode you need to create a 32-bit WINEPREFIX where all 'old' Windows versions are available.
